Ruga: Malcolm Omirhobo Foundation Petitions UN Over Threat By Northern Group (SEE PETITION)

LAGOS JULY 15TH (NEWSRANGERS)-Malcolm Omirhobo Foundation writes Secretary-General, Mr. Antonio Guterres of the United Nations to live up to its responsibility to protect defenceless innocent Nigerians from imminent genocide by averting same.
The Foundation drew the attention of the United Nations that sequel to the suspension of the RUGA settlement policy on Wednesday, the 3rd day of July 2019, a Coalition of Northern Groups issued a 30 day ultimatum on the Nigerian Government and the Southern leaders who rejected the policy, warning and threatening them to rescind their decision, failing which the Groups would take decisive action against the Southerners living in Northern Nigeria.
The Foundation contended that this act amounts to hate speech which can lead to pogrom and eventual genocide of defenceless Southern Nigerian Citizens in Northern part of Nigeria as it was the case of 1966 Anti-Igbo pogrom where countless massacres were committed against the Igbos and other Southerners living in Northern Nigeria, which saw the annihilation of over 30,000.00 civilians and as well as military officers, while constituted authorities stood by and watched defenceless Nigerian citizens mercilessly murdered in cold blood without any repercussion or sanction against the perpetrators by the Nigerian Government and the United Nations.

The Foundation contends that unless the Nigerian Government brings the perpetrators to book it would be taken to mean that the Nigerian Government is their Principal.

In the circumstance, Foundation puts the United Nation on Notice that should defenceless Nigerians lose their lives to any form of violence ensuing from the skirmish that may result from the issued threat and hate speech by the said Groups, President Buhari Muhammadu, the Governor of Kaduna State, the Inspector General of Police and the Commissioner of Police of all the Northern States plus the Federal capital Territory, All the Service Chiefs, the Minister of Internal Affairs, the Head of the Department of State Service, Members of the National Assembly, their Servants, Agents and/ or Privies and other Actors who stand by or superintend over crime against humanity in Nigeria must be held accountable and prosecuted by the United Nations .

The Foundation concluded by praying and hoping that the United Nations would take her Notice as a clarion call to act proactively so as to avert what may turn out to be the most horrific and catastrophic human disaster since the inception of mankind .

Dear Mr. Secretary-General,

PREVENTION OF IMMINENT GENOCIDE AND RESPONSIBILITY TO PROTECT DEFENCELESS INNOCENT NIGERIANS

We are a Non Governmental Organisation incorporated under the laws of Nigeria to inter alia entrench, monitor, advance and promote good governance in Nigeria. We are also established to undertake public interest litigation, charity work and to protect the weak, poor and vulnerable ones in the society.

We wish to draw the attention of the United Nations to the ongoing crisis in Nigeria wherein the Nigerian Government via a phony scheme named the Ruga settlement Policy, plans to acquire the land of the indigenous peoples of over three hundred and seventy ethnic groups in Nigeria for the settlement of the Fulani ethnic group in Nigeria and the Fulani herdsmen from other West and Central Africa Countries. Based on the outright and outcry rejection of the Ruga Policy by Nigerians on the ground that it is discriminatory and a plot to unlawfully grab their lands, the Nigerian Government suspended the said policy.

Southerners living in Northern Nigeria. Ostensibly, this amounts to hate speech which has potency to cause violence that can lead to pogrom and eventual genocide of defenceless Southern Nigerian Citizens in Northern part of Nigeria as it was the case of 1966
Anti-Igbo pogrom where countless massacres were committed against the Igbos and other Southerners living in Northern Nigeria, which saw the annihilation of over 30,000.00 civilians and as well as military officers, while constituted authorities stood by and watched defenceless Nigerian citizens mercilessly murdered in cold blood without any repercussion or sanction against the perpetrators by the Nigerian Government and the United Nations.

We are concerned that the perpetrators of this extant hate speech, who have not only affront the authority of the Nigerian Government but also threatened the human rights of Nigerians are well known persons yet the Nigerian Government has failed , refused and or neglected to bring them to book which leads us to the one and only irresistible conclusion that the Nigerian Government is their principal .
In the circumstance, we are putting the United Nation on Notice that should defenceless Nigerians lose their lives to any form of violence ensuing from the skirmish that may result from the issued threat and hate speech by the said Groups, President Buhari Muhammadu , the Governor of Kaduna State, the Inspector General of Police and the Commissioner of Police of all the Northern States plus the Federal capital Territory , All the Service Chiefs, the Minister of Internal Affairs, the Head of the Department of State Service, members of the National Assembly, their Servants, Agents and/ or Privies and other Actors who stand by or superintend over crime against humanity in Nigeria must be held accountable and prosecuted by the United Nations .

The basis for our supplication is the Nigerian Government’s continued support, connivance, conspiracy and condolence of criminal elements who have been committing crime against humanity in Nigeria and are now set for imminent pogrom/ genocide. For the records please see the following particulars:

a. That on June 6th, 2017 a Northern Youth Coalition made hate speeches against the entire Igbo ethnic groups in Nigeria and issued a 3 Months quit notice to all Igbos living in Northern Nigeria to leave the area or face dire consequences
because a group in the South East Zone of Nigeria called the Indigenous people of Biafra (IPOB), were agitating for their

right to self determination, yet up to today even though the perpetrators of the hate speech are well known persons they have not been arrested or prosecuted let alone interrogated by the police.

b. That ironically, based on the prodding of the said Northern Youth Coalition, IPOB was proscribed and declared a Terrorist group by the Nigerian Government.

c. That President Muhammadu Buhari has severally admitted particularly of note during his visit on April, 11th 2018 to London at the Abuja House and his visit to the United States of America at the White House on April, 30th 2018 that well armed terrorist/mercenaries of the Fulani extraction from the Sahel have entered into Nigeria without valid travelling documents but up till today he and other constituted authorities in Nigeria have done nothing to address the issue.

d. That in collaboration of the above, the Kaduna State Government was involved in the use of public funds to pay huge sum of monies to Fulanis of foreign descents to beg them to stop killing Nigerian citizens.

e. That even though the international community have severally declared the Fulani herdsmen as a Terrorist group the Nigerian Government has refused to declare the Fulani herdsmen as a Terrorist group despite overwhelming evidence of their acts of terror and crime against humanity in Nigeria .

f. That on May 3rd, 2019 a delegate of the Nigerian Government at the instance of the President of Nigeria met with Fulani herdsmen at Kebbi State agreeing to pay the Fulani herdsmen the sum of N100, 000,000,000.00 (One Hundred Billion Naira ) to woo them from committing crime against humanity against Nigerian citizens.

g. That on May 3rd, 2019 the Nigerian Inspector General of Police instead of prosecuting offending and erring Fulani herdsmen resorted to begging them to help the Police discharge her statutory obligation of protecting lives and properties.

h. That on May 22nd, 2019, the Nigerian Government in Rwanda style with public funds granted Radio license for the establishment of a Radio Station to broadcast strictly to the Fulani Herdsmen in Fulfulde, a language that is not intelligible to other ethnic groups in Nigeria.

i. That on May 22nd, 2019, the President of Nigeria via an Executive Order effective June 1st, 2019 revoked all gun licenses throughout Nigeria while the Nigerian Government refused to disarm the Fulani herdsmen of their unlicensed AK 47 and machine guns.

j. That there are camps of heavily armed Fulani herdsmen militia in all the Federal Government Land Reserves throughout the South East, South West and South South Zones of Nigeria to the knowledge of the Nigerian Government.

k. That the inhabitants of several once peaceful agrarian villages have been sacked from their land by the Fulani herdsmen who are now occupying their land while the owners of the land are scattered in several Internally Displaced Persons Camp or communities and even neighbouring Countries with no hope or chance of returning home. And the Nigeria Government is turning a blind eye to this.

l. That on daily bases systematic ethnic cleansing, genocide and criminal impunity, criminality, mass murder, arson, robbery, banditry and rape are been perpetrated by the Fulani herdsmen and their foreign mercenaries against Nigerian Citizens under the guise of farmers and herdsmen clashes unabated while the Nigerian Government stands by unconcerned and/or superintend .

In view of the foregoing, we pray and hope that you will take our notice as a clarion call to act proactively so as to avert what may turn out to be the most horrific and catastrophic human disaster since the inception of mankind .
